A module that allowed you to permanently jam a gate would be too powerful.
How about a deployable similar to the mobile warp disruptors that affected the area around the gate. The effect of this module would be to apply a delay to any ship entering its field of affect, preventing that ship from jumping for a short period of time. This would render instas effectively useless for most ships.
The problem with this would be how to balance the length of delay. A battleship may be able to tank 30 seconds of damage, where a frig could pop in 5. Perhaps the delay should be proportional to the (natural) sig radius of the ship.
Not sure how it would work, but seems to be worth thinking abouot.

Jam the gate/ship whatever.
My point was, if you could be bothered to read my post not just the first line , that the ability to permanently stop somebody from jumping would be too powerful. As such I suggested an alternative, which involved targeting the gate rather than individual ships.
Also, how would a module to jam the ship from jumping stop instas ? Any ship will be gone before you even get the chance to lock it.
